Multi Agency Public Protection Arrangements (MAPPA)

Multi Agency Public Protection Arrangements (MAPPA) aim to protect the public by providing a framework for local authorities, the police, NHS and prison service to work together to assess and manage the risks posed by:

  • Sex offenders who are subject to notification requirements under the Sexual Offences Act 2003
  • Mentally disordered restricted patients
  • Other individuals, who by reason of their conviction are assessed as posing a risk of serious harm to the public

In South West Scotland, the Strategic Oversight Group is responsible for the planning, performance and improvement of MAPPA and consists of senior representatives of the following authorities:

  • North Ayrshire Council
  • East Ayrshire Council
  • South Ayrshire Council
  • Dumfries and Galloway Council
  • Police Scotland
  • Scottish Prison Service
  • NHS Ayrshire and Arran
  • NHS Dumfries and Galloway

Additional agencies are required to co-operate with these authorities to manage the risks posed by high-risk offenders, including Social Security Scotland, registered social landlords, voluntary organisations and companies providing electronic monitoring of offenders.

The Strategic Oversight Group has a duty to produce a MAPPA annual report that outlines the activity of MAPPA partners in this area, providing information on performance in relation to the management of offenders and sharing any local or national developments.
